Alberta is well positioned to recognize that population health needs are an important consideration within Alberta’s health care delivery platforms. This Scientist would work with the Scientific Liaison by providing methodological expertise and co-leading the development of a population health needs framework. This framework will begin to create a common understanding of what is meant by population health across agencies involved in health care delivery, create indicators/measures to address health needs of populations across the continuum of health care in Alberta and then test this framework within primary care networks. This will help the different partners begin to address the unmet needs of Albertans through more appropriate health care delivery. The scope of projects and activities includes, but is not limited to, building a population health needs framework in order to understand the health of the population at desired geographic levels with a particular focus on modifiable risk factors, multiple determinants of health, and health equity. All Non-Union Exempt positions are being reviewed for possible inclusion in the AUPE General Support Services bargaining unit. The Scientist is a key leadership role and reports directly to the Director, Evaluation and Analytics (Primary Health Care). The individual will work to advance this complex provincial initiative through: Strategizing on innovative approaches to develop robust and meaningful measures and a framework for population health from multiple data sources; Leading the development and implementation of a population health needs framework including measures and data sources; Serving as an internal methodological expert to define questions and translate information (including data) into usable formats, and meaningful and actionable information; and, Leading consultations with internal departments on interpretation of results based on a population health needs framework; Engaging and collaborating with a wide spectrum of internal and external partners including provincial, zone operational and medical leadership, Alberta Health, Alberta Medical Association, Alberta College of Family Physicians, Primary Care Networks; Partnering with peers to establish, evaluate, and continually improve measurement methodologies, while adhering to nationally accepted analytic and reporting standards; Participating on required project planning meetings to meet overall milestones and objectives; Establishing and executive effective communications with key stakeholders (e.g., technical summaries, publications, briefing notes, executive summaries, tailored infographics) to advance a learning organization.
A PhD (or equivalent) in a health related field (e.g., epidemiology) with strong emphasis on methods expertise in population and public health, accomplished written and oral communication skills, and a demonstrated ability to build teams is required. (Those close to finishing degrees would be considered.) Ideal candidates would possess strong expertise in community epidemiology and biostatistics, including hierarchical models, spatial models and study design. A minimum five years of research related experience, including provincial work leading complex initiatives and/or projects in the area of population health or primary health care. Strong knowledge and expertise of scientific concepts, principles and methods. High level of expertise in their discipline (e.g., epidemiology). Broad-based skills and knowledge of several quantitative research methodologies including corresponding biostatistical analyses and reporting tools. In-depth understanding of relational databases including complex health-related data such as social and population data.
Additional Required Qualifications:
Proven ability to foster partnerships within an organization of significant size, complexity and diversity as well as with public health agencies, government, committees, and other partners to deliver customer-focused solutions. A demonstrated pattern of professional and personal development with previous experience mentoring staff is helpful. Demonstrated leadership skills, including demonstrated ability, and comfort with decision making responsibilities, coaching and ability to inspire and build confidence in others. Post-doctoral experience in a related subject field of study is favorable. Ability to foster collaboration and develop and sustain partnerships.
Familiarity with types of information and data available locally and provincially through health care services, government ministries and national surveys. Previous leadership experience desired.
