Position Overview

The Canadian Institutes of Health Research (CIHR) is Canada’s federal funding agency for health research. Composed of 13 virtual Institutes, CIHR provides leadership and support to more than 14,100 health researchers and trainees across Canada. The Institute of Health Services and Policy Research (IHSPR) is dedicated to supporting innovative research, capacity-building and knowledge translation initiatives designed to improve the way health care services are organized, regulated, managed, financed, paid for, used and delivered, in the interest of improving the health and quality of life of all Canadians. The IHSPR team is based in both Montreal and works closely with CIHR staff based in Ottawa, with both offices collaborating closely to ensure the smooth running of all of IHSPR’s projects and initiatives. This small and closely-knit team coordinates and facilitates a wide variety of projects with short to long-term deadlines, making this a highly dynamic environment with a constantly evolving work flow.

IHSPR is currently seeking a Project Officer/Senior Project Officer to join the Montreal office, based at McGill University, who will contribute to the planning, implementation and evaluation of a number of strategic institute projects and initiatives. In collaboration with the Scientific Director, Institute staff and Advisory Board members, the incumbent will be responsible for supporting the respective initiative lead in the development and execution of work plans and deliverables.

Duties and Responsibilities:

The Project Officer/Senior Project Officer will contribute to the development, implementation and evaluation of strategic initiatives, by supporting the work of various project teams consisting of external and internal stakeholders, including the preparation and implementation of detailed project plans to ensure delivery of products within defined timelines. This will include:

  • Contributing to the development of reports, analyses, briefings, and presentations, to ensure effective development, planning and implementation of projects/initiatives and appropriate representation of CIHR-IHSPR;
  • Contributing to various internal and external communication materials (e.g. write newsletter content, blog posts, prepare sections of operational plans, and help prepare and edit public documents);
  • Assisting in the negotiation, development and implementation of Requests for Applications and Third Party Agreements/Memoranda of Understanding, and the coordination and development of external contracts;
  • Maintaining internal and external collaborative relationships with the other CIHR Institutes, and national, provincial and community organizations, (including other funding organizations, government, non-government and voluntary organizations), to ensure the success of projects/initiatives and other partnered activities;
  • Organize and follow through on all aspects of specific events, meetings and initiatives (eg, agenda setting, consultations, promotion, logistics) to maximize their success;
  • Respond to Institute-related questions from a variety of audiences (eg, partners, potential funding applicants, CIHR staff) to ensure timely and accurate communication on behalf of the Institute;
  • Lead and/or contribute to data collection and analysis, development of performance management frameworks and the evaluation of projects/ initiatives:
  • Aid in peer and relevance review/validation of institute funding awards, as well as contribute to the creation of annual reports (including development of evaluation criteria, validation of data, etc.)

Skills and Qualifications

  • Masters Graduate or equivalent experience, including experience in a health research-related field, ideally within IHSPR’s mandate area
  • Understanding of Canada’s academic health research and health systems environment, and knowledge of relevant stakeholders in Canada
  • Strong analytical skills, to assist with development of performance management frameworks and the evaluation of projects/initiative;
  • Understanding of the factors that affect the flow of knowledge, including knowledge translation best practices;
  • Ability to identify, analyze and resolve problems effectively and in a timely fashion
  • Ability to work under pressure
  • Ability to simultaneously manage multiple projects, setting priorities and delivering expected results on time and in budget
  • Flexibility and ability to function with minimal instructions (autonomy)
  • Strong oral and written communication skills, with experience communicating with a range of audiences and formats
  • Strong coordination and facilitation skills
  • Ability to function effectively in a complex team environment
  • Fluent French would be a strong asset
