Job Summary

Under the general direction of the Director Health Technology Assessment and Innovation the Sr. Health Economist is responsible for leading and conducting economic, financial and statistical analyses including providing expertise in developing and applying methodologies, modeling, coordinating and integrating statistical and economics data to support the AHS planning and operational implementation of new technologies or other health care interventions, reassessing existing technologies and innovations in the provincial health care system.

This includes involvement and leading in the preparing of project charters, research reports, briefs and analyses such as benefits realization used for informing and assessing current and planning future technological programs, innovations and policies.  The position provides advice to a broad range of AHS stakeholders including HTAI project managers as well as KT HTA analysts, staff within the RIA portfolio, strategic clinical networks, colleagues and other internal stakeholders.  The Sr. Health Economist ensures the provision of economic, financial and statistical advice and analyses relating to the use, cost and value of health care including development of statistical and econometric models of health services utilization and analysis of the feasibility and impact of options to improve health care delivery and access.  In addition AHS internal linkages the Sr. Health Economist is also required to maintain effective linkages and exchange with Alberta Health (Alberta Health Technology Decision Process), the Institute of Health Economics and other agencies who participate with AHS on projects and health technology assessments.  The Sr. Health Economist will support the development of a health economics community of practice in AHS.

Working under minimal guidance, the position is responsible for conducting cost/benefit, cost effectiveness analysis, benefits realization, reassessments, economics modeling (MCDA), budget impact assessment and comparative costing analysis of proposed health care technology, or other health care intervention.


  • A minimum of graduate preparation at PhD level in Health Economics or related area is preferred.
  • Previous experience of a minimum of five years in applied research, health technology assessment or developing health economic models; developing policy advice, leading consultations and project planning and management in an organization of significant size, complexity and diversity is preferred.
  • Experience in research, data analysis and/or interpretation, evaluation and health technology assessment and appraisal methodologies, modelling and projections, and developing effective reports.
  • Demonstrated knowledge of Canadian and global health care systems including expertise in health care financing and reimbursement policies
